Those two archipelagoes were part of Republic of Vietnam (South Vietnam) and Mr. Pham Van Dong was Premier of The Democratic Republic of Vietnam (North Vietnam). If your memory serves you well you should remember that there were two separate countries North and South Vietnam until 1975.

The North Vietnamese Communist Premier have offered his recognition and support to China claims something were not belong to his government the North Vietnamese Communist, those islands were belonged to Government of South Vietnam.

Only portion of the Spartly island is under South Vietnam control. Moreover, South Vietnam government no longer exist, and the current Vietnamese government is what's previous known as the North Vietnam government, and its international committment still needs to be fulfilled when it takes over the entire country. It cannot simply go back on its own words.

You should let your faithful heart tell out what is truth: Paracel Islands and Spratly Islands (not only Island) were under full control by South Vietnam before 1975 according to the 1954 Geneva conference.

Pham Van Dong's agreements had been broken by China itself when it attacked VN in 1979 (and was defeated shamefully). The Chinks could not accept this and made some films showing "CHina's might against VN".
