CHINA has ordered a fresh online censorship campaign by arresting 13 people for "spreading rumours" on the internet over the alleged rape and death of a young woman in Beijing.

Hundreds of people protested outside the Jingwen Mall this month after Yuan Liya, 22, was found dead in the busy shopping centre's carpark a fortnight ago.

It was alleged online that Yuan was gang-raped by the mall's security guards and fell as she fled.

Police immediately ruled out the allegations and declared that Yuan had committed suicide.

A major online campaign inspired hundreds of people, mainly from Yuan's home province of Anhui, to stage a rare demonstration calling for justice.

China observers were surprised the protest was allowed to happen, given large-scale demonstrations have been banned in the country since the 1989 Tiananmen Square massacre.

However, it has been revealed that police have since arrested 13 of the protesters, including Yuan's boyfriend, and charged them. The man, named only as Peng, urged police to reopen the investigation, insisting that his girlfriend had not been suicidal. When police refused, he campaigned online using Weibo, the Chinese version of Twitter, to organise a protest.

Most of the protesters were migrant workers from the Anhui province.

"Peng was dissatisfied with the treatment he received from the Jingwen Market after Yuan's death and decided to fabricate rumours such as bizarre circumstances surrounding Yuan's death and that she was gang-raped by security guards," the Global Times newspaper reported yesterday.

"This stirred up the public and caused them to gather at the market to demand further investigation."

The 13 charged, including one of Yuan's former classmates, face an uncertain future given China's record of delivering heavy-handed criminal sentences.

The arrests came after China announced a tough campaign to stop "rumour mongering" among its increasing number of internet users.

At least half of China's 1.3 billion people are online, creating a growing headache for the government's censors.

A number of high-profile Chinese commentators and academics have had their microblogs blocked in the past few weeks as part of the new censorship campaign.
