When you break the laws of a country,(which Alan did by bringing in the CIA, USAID?, military sims for satelite phones, that were only available to the US Military, CIA, USAID, and related Government branches, these sims block the location of the sender and receiver, for approximately a 200-mile radius). When you bring these sims in, you are breaking Cuba's Laws. Alan took that chance,(and was well-paid by USAID), was caught, tried, and sentenced, by Cuba's Judicial System.
