The point of the article is that the PRIMARY motive is financial gain. Hence, capitalism.
"This is clearly for monetary gain," said Godfrey Byaruhanga, who has researched central Africa for two decades for the advocacy group Amnesty International. "There is no pretense that it's for any other purpose. It's something quite unique."
Take a man's only child and sell it back to him--capitalism to the extreme. Talk about spiking the supply/demand curve.

I'm not sure what's worse ... having to worry about roving armed bandits or regularly getting rolled by your own government in broad daylight. Surely there is a happy medium somewhere.

this is what happens when you have a corrupt goverment,who doesnt care about its people,its shameful...but it is there problem they should arm themselves,just like there kidnappers

The region referred to by the journal does not have jungles. At best it is the savannah; at worst, the southern edge of the Sahara Desert. For tropical forests (jungles) one must go to the southwestern part of the CAR.... Perhaps the writer was impressed by the tall grasses in the months of July and August, but this is the middle of the wet season. A couple of hundred kilometers south of the border with the Chad there could be thirty-six inches of rain in August.

It is not likely that the Peulh (their name in French, but usually Fulani) are the bandits because these people, being pastoralists, are also being attacked by these groups all the way to the southern part of the CAR and adjoining Cameroun.
