The carriers are troop carriers not aircraft carriers that take jet-fighters on-board. And we need at least 3 aircraft carriers not 2.

Hmmmmmm, maybe you're right. When China had huge sea power, under Zheng He, it didn't go in for invasion and war, just trade. His ships were called treasure ships, not war ships although he had the rank of admiral. OK that seems a long time ago, but not so long in terms of China's long history.
But China needs to demonstrate its good will by releasing Taiwan and Tibet.
