1) Sihanouk never regained real power after 1970.
2) US never really help Sihanouk other than paying lip service.
Reagan gave aids to the Sonn Sann fraction which is a small group in the Khmer resistance camp. Sonn Sann is closed to Sihanouk, but Sihanouk has no power.

China was the main provider of aids to Cambodia when they were occupied by Vietnam. China provided aids to all fractions, whoever that wanted to fight the Vietnamese.
