I think when Octopussy was made in 1980 the producers were mindful that the women had to be considered "glamorous" to a largely white male audience. It was much more simple to get white girls already on agency books (and put on a bit of brown make-up) than send a recruitment agent to interview a bunch of bollywood actresses.

I think was a bit of a let down not to find a hot Indian to be the bond girl in a film based in India. Even octopussys all women island in India didn't have any Indian women on it!
