How's this scenario- drug companies in cahoots with industrial/chemical/military/b iolab cartels develop a recombined deadly strain of flu from the 1918 and swine flu strains. Then they develop a vaccine to combat the problem. Create the problem, create the solution. The only problem is vaccines are not a solution but part of the problem.
