A friend of mine who couldn't speak, any but the basic of greetings in their language was often quoted the full price for an item, yet I was more often than not able to get it at half the cost...we cottoned on early, and decided it was cheaper if I did the talking in Italy, and she would take the lead in France else I would never have gotten so much as a cup of coffee in Paris without being groaned at or made to wait longer than necessary, when only speaking english.:(

I countries where I don't speak the language I quickly learned the value of keeping a small unlined notepad and pencil in my back pocket. When I got stuck I would sketch what I meant. That went down well everywhere and led to many friendly exchanges, interestingly in provincial France especially.:)

It depends on which state you're in. Here in NJ they are illegal. Even sparklers can't be sold here. People who want them drive down to one of the southern states to get them. I don't think they're regulated at all down there as they have fireworks supermarkets there.
