Macedonians expected the Bulgarians to come through in 1903 when the Ilinden uprising took place...didnt come through and thus the merger of the two identities was put to a halt.

San Stefano treaty was the first instance of the possibility and the Ilinden Uprising was the second opportunity...both failed and thus we remain Macedonians and they Bulgarians.

Greeks were such a minority prior to occupation that they would have only a small voice in this matter.
