I read "I can't understand this document so the leadership of China is in trouble." Perhaps if he stares at the picture of the soldier in from of Mao for a while he will understand it. Or perhaps he will be able to tell us what the photo has to do with his inability to comprehend. He did win prizes for his reporting! Perhaps his understanding is flavored by those experiences. Spam dressed up at news.

Sorry I forgot this bit. "Under the watchful eye of Mao. He is reporting "news" and he doesn't know Mao is dead?
...
Or am I missing the point of the emotional clap-trap?

Yes, it is difficult to decipher Communist doublespeak.

For example:

" “some new institutional mechanisms can be expected in the near future to intensify supervision over leaders at all levels.”

means the Chinese Communist Party dictatorship needs to steal vast sums to enrich the Cadres and pay off thugs to attack their Chinese slaves, and so has not the slightest intention to limit the corruption that is the life blood of the dictatorship, beyond constantly telling the enslaved Chinese in its propaganda organs that it is dealing with the corruption.

You have to discern the truth behind these communist dictatorship codes by looking at reality, and contrasting it with their bafflegab!
