The word should be "nominate", not "appoint"! As I remember it, the prime ministers do not have the power to appoint senators. HOWEVER the Governor General(GG), who appoints the senators, by tradition usually does whatever the prime minister of the day wants him to do and appoints senators that were nominated by the prime minister.- A fine distinction! My guess is that the GG could also, perhaps, appoint senators that were nominated by a premier, or a Lieutenant governor, of a province, but it hasn't been done as far as I know!
