Pull environment from budget bill : Opposition and activists
When the Liberals did this in 2005, putting the Kyoto Protocol in a Budget Implementation Bill (that was nowhere near this size),
Harper threw a hissy fit, screaming about the "undemocartic" nature of the whole thing.
It seem that 5 years later, now that he is in power, our Dear Leader has changed his views on this kind of practice.
-- By the way, in 2005, the Liberals ended up removing environmental measures from the Budget Bill.
Our guess is that Harper won't be man enough to do the same.
