the year 2012 , so now , elections are won by, hanging chads, vanishing ink, non photo verifiable citizens, lost voting machine data, the dead, political gerimandering, big checks from big people,...and the REALITY THAT "CIVIL RIGHTS WITH NO CIVIL RESPONSIBILITY", is the norm, and a federal government, that does not care what the rules are in the 50 states, as long as the end result is based on mandates, quotas, and the 50 machines, notion of responsibility .what ever happened to pulling a name out of a hat.a simplier solution
