The so call "balanced economy" is a pipedream. The principle of capitalism means there will always be a huge gap between the haves and the have-nots. The best the state can do is to subsidize the poor so they can get by, or else you'll just be going back to socialism, with everyone being equally poor. A stable social structure is that of a pyramid, not a diamond shaped. You can certainly use illegal immigrants and outsourcing to fill out the bottom tier, but that'll create structural instability and hollowing out your entire system, which is exactly what is happening in the US.
