I don't know what you wanted the Brits to bestow upon the HK Chinese. Democracy is a process where the majority will decide what form of government, what type of society, life the people will have in the country. It was decided by the majority of the people in the UK during the colonial era that the Chinese in HK were to have that much of rights as a colony of the Crown. Today, when people look back to that colonial era, they themselves why the Chinese in HK were treated like that. But in those days it was normal practice in Europe.

Democracy has nothing to do with equal rights for everyone nor equal rights for women, for gays.

Switzerland is well known to be the oldest modern democracy in Europe. Yet, women in Switzerland were allowed to vote at the federal level only in 1970 (43 years ago). Why ? because the majority of the Swiss people didn't not want Swiss women to vote. Their own Swiss women and not Chinese women mind you.

You seem to confuse democracy with something else, probably equal rights for everyone, British and Chinese in HK should have equal rights. That is another debate. Things were that way in the old days. What do you want to do?
