from pravda:

"A spokesman for the government of the province acknowledged that the shooting took place indeed. The official accused the Taliban of the brutal crime. However, the Taliban movement that struggles against Karzai, rejected the accusations and explained the 'incident' with tribal customs."

Yet another "tribal customs" excuse as these customs were incorporated into Islamic shar'ia long ago.

If it's a tribal custom why is it so common to Islamic countries?

The Taliban needs to be eliminated with extreme prejudice, same as all backwards regimes in Islam.

"Taliban, groups threaten gains women made over past decade

Soraya Rahim Subhrang, the commissioner of the Women's Rights Unit at the Afghan Independent Human Rights Commission, says she has received over the past four months reports of the killings of 52 women. Forty-two of the deaths were honor killings, in which a woman is killed because she is believed to have dishonored her family in some way. "In the history of Afghanistan, we have never had such a high number of honor killings," Subhrang said.

The Taliban approves of honor killings, but the group is not alone in carrying out the executions. This year, investigators in Kunduz province said a woman, 18, was chained to a wall, beaten for days and raped by members of the Afghan police.

"These horrific incidents are worst examples of the extreme violence Afghan women meet on a daily basis. Over recent months we have seen a sharp rise in recorded honor killings and extra-judicial killings of women across Afghanistan," Vygaudas Usackas, the European Union special representative for Afghanistan, said in a statement."
