Euro debt crisis saps EU's ability to lead climate debate
The EU's debt crisis has sapped its ability to lead the way in global climate talks, which began in Doha on Monday, and build on a fragile victory it clinched a year ago.

"The European Parliament, which in the EU decision-making machinery has limited power, has pushed for well over a year for a higher EU carbon-cutting target, arguing the bloc is already on course to meet its goal of a 20 percent reduction by 2020 and it therefore represents is no ambition at all."
'The EU is on course to meet it's target of a 20% reduction by 2020.'
Now it's time to move the goal posts?

Ah, the money again. It's not enough to have set a emissions cut goal and to be on course for achieving the goal, if reaching the goal cuts off the money supply.
But if it really is the emissions cuts you are concerned with, then it should be good news that the EU is on course for cutting 20% of it's emissions by 2020. And that the US emissions for 2011 were below the 1996 levels and are expected to drop to 1990 levels.
Of course you have to be concerned with the carbon content of the atmosphere to be happy with the emission cuts.
If your primary focus is the money, well emission reductions are going to 'cut it'. The people with money are cutting their emissions.
The only way to raise more money is to raise the required emission cuts. Let's see what the recommendation from this latest and greatest conference brings us.
