private parking abuse

does anyone know if someone with a adult handicapped son has the right to take over a parking spot for the sole reason that it is in front of their door? there is no assigned parking and other cars are finding it hard to park. when confronted by the land lord the mother said that she has the right because of the disability act.. please note that this woman is very close to being a nut case
