The premise of this article is ridiculously flawed. The science and economics Nobel prizes are a totally trailing indicator of research prowess, as they are usually awarded for work done between 20 and 35 years previously. Yes, the US had a premier science funding environment in the 70's and 80's. And that's what the Nobel prizes (aside from Obama's) tell us. And NOTHING more.
