I'd like about $18 million for my business too. If this approved all businesses in El Paso should go to court to get the same tax giveaways as city crony Foster.
Paul Foster is a lousy business man. Western Refinery is headed for Bankruptcy any day now.
Western's stock price was
$55/share in Jan 2008; today the price is $8/share.

Foster cannot be trusted with El Paso Taxpayer money.

Check out his performance:

Construction should be finished just about the time the Juarez Drug Dealer war spreads to El Paso.

The luxury mall should be a prime location for gunfire !!!!!!!!!

Lol. I don't think that Mexican Cartel leaders care what people say on topix, but thats just my opinion. I doesn't take a genious to figure it out. These people have millions, some nearing the hundreds of millions. They don't shop at dillards, I can tell you that much.

Drug dealers here & in Mexico run the full income spectrum, from low paid street hustlers, to King pins. It is an integrated industry, with payoffs to police, politicians, Judges, and customs Agents.
So yes, many people on the drug payroll shop at mid-priced mall stores.

I'm talking about the ones at the top, not their guinea pigs.
