Wow! What is wrong with the mentality of some people. So the question I have is this: The $1,900 in fines & restitution will be paid by the mayor or by the city? Please advise.

As long as Americans think it's "cruel" to neuter their beloved alter ego, this sort of thing will continue to happen. Please, if you "love" your pet, Don't tie it to a chain, forget or neglect to vaccinate, feed or water it. A pet is not your personal appendage, it is a whole life in and of itself, with its own feelings of hunger, cold, neglect. Americans have enough problems taking care of their own children, without imposing their self indulgence on an animal.

Daily Horoscope for December 29

Leo

It's hard to pin down a certain person today because they're being so vague and dithery. Ask them a question and they'll vacillate or be unable to give you a straight answer. You might suspect them of deceitful goings on but it's far more likely that they're simply in a world of their own and can't keep their mind on anything for long. Don't worry, they'll soon be back on planet earth.
