Stephen condemns non-Trinitarians as heretics,but not considering the heresy of Novatian. Stephen refuses to re-baptize those who renounce heresy to restore them to the church which is true.
Epistle 74--- Cyprian responds to Firmilian,who is bishop of Caesarea,concerning the heretical attitude of Stephen of Rome who acts unkindly toward those who want to be restored to the church.Firmilian claims to Cyprian that Stephen and the Roman church vainly pretend the authority of the apostles. Cyprian states that the former heretics must be given consideration to language,and customs along with their desire to revert to the Church.
"Stephen does not understand that the truth of the Christian Rock is overshadowed,and in some measure abolished when he betrays and deserts unity this way." Stephen says baptism in the name of Jesus alone is permissible, making heretic baptisms acceptable.
