This Pope seems to many as kind of rebirth in relations in the RC Church. Unfortunately in LatAm as wel as in Africa, the ones lower in hierarchy, see themselves as princes. And maintain an attitude as conservatif as many in the Islamic world. Till now in Bolivia (arch)bisshops are denying that twenty years ago the than Pope accepted preservatifs as a way to combat HIV and STD. So I hope he can make the change, but has to fire all his staff before. It is not the label that makes the quality of a good wine.
