Well, yes, that the US will be a "HITCHHIKER" as per space ventures is actually its covert true intention - broadly speaking, the US desires to focus on Planetary + other Deep-Space exploration beyond the orbit of the Moon while simultan relying heavily on the new Space programs of its various international Allies = other World Nations to get back to the Moon per se.

PRAGMATICALLY, THIS ONLY ADDS NEW AND DEEPER QUESTIONS AS TO WHAT DID REALLY DID HAPPEN OR OCCURRED AS PER "ROSWELL", "ALIEN AUTOPSY", "SIRIUS" SOLAR EVENT,.........ETC. UP TO AND INCLUDING 9-11 + GWOT AS A MEDIUM OR PLATFORM FOR ESTABLISHING DE FACTO OWG-NWO, ANTI-DEMOCRATIC LOCAL,GLOBAL SOCIALIST-GOVTIST REGULATORY ORDER, ETC.
