Congress has no business dealing with music. Are the problems with Iraq, education, Social Security, illegal immigration, taxes, gay marriage, welfare, crime, and any and everything else you can think of been solved? Is Congress just sitting there twiddling their thumbs? No! There is work--real work to be done and they shouldn't be wasting their time with this crap.
