It's the same no matter where you go in the world!, some people will not or can not achieve a decent life as we call it in civilized society. The government can spend hundreds of billions on these so called poor and under privileged people with little effect. The United States is a great study in this. Decades of Affirmative action, race based quotas for college grants, advancement in all branches of government, small business and yes over 100 billion spent on the chocolate city (New Orleans) and the state (Louisiana) with little advance except to highlight social corruption! All you social scientists are full of it period! Some people are self destructive in nature just like some are gay or like to party.

Well... i do not know what you are doing in rio de janeiro...i wonder.
your statement is ignorant and typical of a decaying elite that lives in Brasil.
Go and read about the countru and its corrupt government before you make such a non sense statement about the dialetics of poverty.

/another thing....
since you call yourself "maximum gringo"...tell me of what you think of immigrants .
Most of them i am sure you know are poor people that get out of theri country to fulfill a dream of a better life.
Do you think these poor immigrants move out to live in other countries to sit their derrieres and live on air?
don
t they work hard?
Well...if the brasilian government stopped being so corrupt and provided good education for the poor , i guarantee you that in years ahead , the country could change ,even though , slowly , things around.
Shantytowns problems are related to poverty and despair.
robbery ,crime, etc are not only poor people's problem in Brasil.
The biggest robbers and criminals are the Big Corporations, the people in power and so forth.

Shanty towns exist everywhere, in europe low income people live in municipal housing that is a form of shanty town, but because of european much higer standard life than brasil, and also europe is thousands of years older, and europe always had buildings with electricity and running water, brazil has mountains and bear land where people hide there and build their huts, and authorities don't see these people because they don't want them. To see 'shanty people' you can go to London where many 'white british' live in the filth and poverty, citizens of the greatest empire 'ever existed' or in continental europe where homeless youth are taken abandoned buildings and live and work from there, it is a big difference between poverty in the new world and the poverty of the old world, in the new world we got the indigenous and the african slaves that their european masters never gave them white man status and that is why shanty towns are difficult to eradicate indigenous and african people are different to europeans in their way of life.
