GOP lawmakers see automatic cuts as leverage

The sequester $1.2 Trillion in cuts were the idea of the Republicans in the 2011 Budget Control Act.

We expect those cuts, why are they attempting to change what they agreed to hold Obama on, or are the now proposing to carve out the loopholes in the tax policy to generate more funding?

Does leverage mean do nothing in this case?
