Actually trains are cheaper, especially in terms of fuel costs. The ONLY place trucks should be used are in moving freight from rail heads to warehouses or retail points-of-sale. We need to spend some stimulus money ramping up the railroad system, as well as increasing light rail to take cars and trucks off the road.
We don't need government providing alternative means of transportation. That's what the private sector is for, and the private sector would never invest the billions it would take to get trucks off of the road because it would not be profitable. It would be a losing investment like all the other projects government gets it's hands on.
