Full story: Long Beach Press-Telegram

Rep. Laura Richardson initially failed to disclose economic interests - including a loan from a strip club owner - when she served on the Long Beach City Council, public records show.

It would be interesting to find out which of the two properties (Long Beach or San Pedro) Richardson resided at while representing the 6th Council District of Long Beach. Where did she sleep? Long Beach or San Pedro?

If filing the form 700 late is not being charged against her as a criminal violation, that does not mean that what she did wasn't unethical.

She had an ethical duty to recuse herself from voting on anything to do with someone she had a financial arrangement with (Westlund). On top of that she jeopardized a police investigation by lying on her loan application from Westlund saying she had talked to her husband about the loan.

She has dragged an innocent (Batts) person down into the mud along with herself. At the very least she owes it to Chief Batts, and the citizens of Long Beach, to make a public statement to clarify that Chief Batts had nothing to do with her unethical behavior.

This type of behavior is unacceptable from anyone running for public office.

The cesspool just gets deeper, and more filled with filth. "personal" loans unreported, apparently close dealings with the owner of a strip club, apparently lying about Chief Batts being aware of a loan, failing to file financial disclosure statements, then filing them with false or misleading information. Just amazing. What really disturbs me the most is how the general public was totally unaware of any of this until just days before the primary election at which Richardson was again made the nominee of her party, while apparently various officials were well aware of much of the accusations against Richardson. They have failed the public by allowing all of this to continue and to fester, while the public has been deceived. Where was the P-T before the election? She was recommended by the paper. For shame.

I must be living in Baton Rouge and just not know it.

Does anyone remember that L. Richardson used to work as a realtor for Prudential located at the traffic circle and Ximeno? She obviously knew what she was doing and it wasn't an oversight.
Additionally her Ex, Chief Batts was fully aware of her dealings because they stalled their divorce for years so each of them could attain their political goals, him being chief of police and her being on city council. Someone needs to do some serious checking on both of these two unethical people!

L. Richardson should be fully investigated along with Chief Batts (which until now, I was unaware was her Ex-Husband) to determine if all of their financial dealings involving the home loans and any other loans associated with them are legitimate. Both of these people are public officials and subsequently their financial records should be public record.

Wow the plot thickens! So Batts and Richardson were husband and wife? Hmmmm!! Betcha dollars to dimes the people would vote her in again though. I'm sure in November she'll get in by 80%. People have short term memories.

I'm sure there is much more to tell regarding LR and the calculated lying that was done on her part to achieve her current political position-more than we will ever know.
Disclosure forms are required for a reason. Not submitting them (or filing false ones) should be considered criminal since apparently without them we elect criminals unknowingly.
Strict penalties for not filing and non-disclosure need to be imposed.
How many other officials in LB are not current with these form 700's?
Seems I remember something about Micheal Ellis (LBUSD)and his not filing required disclosures by the deadline. Seems we only find out about these after their fall from grace-and after it's too late to get rid of them. What exactly is the point then?

The connection between Laura Richardson and the owner of the Fantasy Castle is just perfect.

Looks like we are stuck with Limousine Laura for the next 24 months. Laura, take some advice to heart here, pay down your debt, raise your credit scores, and keep your resume up to date, cause you're through as an elected official...

Laura is just the latest example of the culture of corruption. www.recalllaura.com

I was the sergeant in charge of LBPD Vice from Dec. 2002 to Jan. 2006.

When I was appointed to that position, it appeared to me Westlund was attempting spread his money around in an attempt to obtain political favors in order to have changes made in the adult entertainment laws of Long Beach that would have likely made Fantasy Ranch even more profitable. The city council had the authority to change these laws. As Chief of Police, Chief Batts would have been in position to make recommendations to the city council in regards to modification of the adult entertainment laws to make it legal for dancers at Fantasy Ranch to legally dance topless.

The Chief and I spoke about this issue. I do not want to put words in the Chief's mouth but I think it was very clear to the Chief in regards to what Westlund was attempting to do. As I remember, Chief Batts opposed legalizing topless dancing in Long Beach. As Chief, he was well aware of the public safety issues surrounding such establishments. I also recall he was very concerned about Westlund's apparent attempts to influence public officials.

I would encourage people not to just take my word but use Google & look for themselves into the background of Westlund.

My experience was that under Westlund's ownership, Fantasy Ranch did not always play by the rules. Even though was specifically stated on his adult entertainment permit application, topless dancing was prohibited, dancers did in fact dance topless in Fantasy Ranch on a number of occasions in clear violation of the law. There were also many other violations of the law.

Those that know me,regardless of their personal opinion of me, know that I was not one of the "Kool Aid drinkers" at LBPD. I was not a blind follower of Chief Batts.

I can tell everyone this, there is NO WAY way Chief Batts would ever accept a penny from Jerry Westlund.

If one looks at this logically, you realize by virtue of his position, the chief is required to have an excellent credit history. His income is excellent. He would have a number of commercial lending options available to him in regards to taking out a home improvement loan at terms much more favorable to the loan made to Ms. Richardson.

My impression of Chief Batts is that he lives well within his means and that he would have cash on hand for a home improvement project & would not need a loan in the first place. The implication that this was a home improvement loan and that Chief Batts had knowledge of it is absolutely BOGUS. I will let the readers consider the facts & draw their own conclusions as to why Westlund made this "loan" to Ms. Richardson.

Chief Batts knew Fantasy Ranch was breaking the law. He let the investigation run it's course. He never tried to influence our investigation in any manner, ever.

Chief Batts is an honest & ethical Chief of Police. While it is expected that not everyone will always agree with his management decisions, the Chief gets paid to make some very difficult decisions. Agree or disagree with those decisions, he absolutely deserves everyones support on this.

I want to repeat, there is NO WAY way Chief Batts would ever accept a penny from Jerry Westlund. It is unfair to allow Chief Batts to be smeared in this case. His ONLY involvement is that he was once married to Ms. Richardson. It goes no further.

Well said Mr. Ferrill. They divorced for a reason. It's not necessary to cast such a wide fish net in this frenzy to discredit the congresswoman. Laura is a seasoned elected official who is more than capable of fighting her own battles. Chief Batts is a man of impecible class and character, and he and his officers do a great job of keeping our city safe. His record and contributions to Long Beach over the life of his career is second to none in this City.

With all due respect, admittedly Mr. Ferrill's knowledge of any city officials finances are limited to guess work at best. Everyone knows a loan for "home improvement" can be spent on most anything, including a political campaign.

The issue here is not whether Chief Batts investigated topless dancing at a strip joint. That's how Mr. Ferrell framed it. Rather it is about people not telling the truth about their finances.

As for the chief's ethics, that is the subject of another inquiry. Again, that's Mr. Ferrill's framing of the issue.

The appeal for us to give Chief Batts our support is another appeal to sideline the real issue. The real issue is was there a loan to Mrs. Batts that was not reported as is required?

This is in no way prejudging if there was any wrong doing by anyone. Surely as a former law enforcement officer Mr. Ferrill is aware that complaints are alleged and investigated everyday. To make this an issue of whether our officers are doing a good job is unfair to them and the department. In this case, tough questions need to be asked and responded to by those involved, regardless of who they are, period. No one is above the law, a congresswoman, a police chief or anyone else.

Tim,

Did you ever see indications that the strip clubs were connected with organized crime?

Also, do you maintain contact with Chief Batts?

There word I heard was San Pedro. From the appearance of the Long Beach property, that is still the case.

LR's predecessor lived in the 8th District, but owned her "official" residence in the 6th.

Our city attorney opined that Long Beach elected officials reside wherever they say they reside. Where they sleep is irrelevant.

So what then, is the point of requiring that an elected official "reside" in their district?
I suppose we are left to trust in the "honor system" when it comes to this. Right.
