Is it possible to provide a hot school meal without a school kitchen ?

Dear Alice Waters Forum,
Here in West Sussex England (a county which includes Gatwick Airport), the West Sussex County Council Local Education Authority ripped out 242 primary school kitchens "to save money". That was in 1999 - 7 years ago. This meant 64,000 primary-aged children were deprived of a hot meal, especially in winter.
Thanks mainly to Jamie Oliver, the Government is requiring Education Authorities to provide a hot, nutritious meal to children in their care. This will prove impossible here in West Sussex, as the school kitchens have been ripped out.
The Authority is recommending an "ESTEAM" system, which provides a 'micro-wave/steamed' meal without the need to re-build the kitchens. The Government will provide fridges to schools etc.
What I would like to know from Alice (Waters) is this : Is it possible to provide a hot, NUTRITIOUS, school meal to children - without a school kitchen ?
