As the oceans warm, CO2 expands out of the oceans into the atmosphere. Historically, increased atmospheric CO2 follows warming.

As long as I remember we have had storms. The difference is they get more coverage now and with more buildings, and insurance and Lawyers, cost more damage.

He is lying by omission, of course. Two factors govern the solution of a gas into a liquid. The one is temperature which he admits because it is useful to his misdirection. The other is 'partial pressure' of the gas in the atmosphere which he avoids because it directly contradicts his claim.

The increase in partial pressure from 280 ppm to 400 ppm is a stronger force than the weak temperature dependency. Thus, the oceans absorb about half the emitted CO2. You cannot have 100% because there has to be an increase in partial pressure (concentration in the atmosphere) to DRIVE the sequestration (also known as acidification since CO2 dissolves to carbonic acid)
