Do what South Africa did. Proudly proclaim that gay people are protected by putting a non-discrimination clause in the Constitution. Then completely ignore it.

Any ex-mil brothers and siters out there willing to do some ad hoc extractions, getting these poor victims to U.S. territoriy where they can petition for asylum?
