Japanese business chased after China's market for profit only to find out it's not a long term deal. China's nationalism is wielding power over the business sector thus ruin both Chinese and Japanese businesses. No Chinese business will dare to oppose the government.

So, Japanese business now has no choice but to seek business else where. While Vietnamese business is not as big, nor as organized like Chinese business but it's a longer and more stable term.

I am not sure how much the Japanese government asserting any influence to drive the business sector toward the national interest. But for sure, its influence is much weaker as compare to Chinese government over their own business sector.
