See, the good Vietnam government are taking care of the people. According to my research, the VNCH/NGUY government never had such programs. The American advisers were giving a lot of good advises such as:

1. Don't piss off the Buddhists.
2. Don't attack, loot, boink the villagers.

Well, did the VNCH/NGUY listen? No. Thus the American advisers had to encourage a coup to get rid of the VNCH/NGUY leaders who kept attacking the Buddhists.

As for the mass killing of Hue, it was about the bad VNCH/NGUY got revenged for years of looting and boinking the villagers for fun.

I have met some VNCH/NGUY losers who said, "We have the AK47, we can do anything to the people (the Khmers)." Basically, they disagreed with the North Vietnamese commanders' order to protect the Khmer people from the Khmer Rouges. They never wanted to fight the Khmer Rouges, they just want to rob and boink the Khmer people.
