Is an angel network ever considered a threat to a venture capital firm that operates in the same geographic footprint?

Angels are typically involved in seed stage (very early stage) investments and the amount they invest are also very limited typically less than $2M. VC's generally come in to picture after than when the investment needed is much larger than what angels can fund. But nowadays a few VC's themsleves have setup seed stage funds that in effect are competing with angels. But generally VC money is more expensive than angels.
