On December 19, 2008, President Bush used his executive authority to declare that TARP funds may be spent on any program that Secretary of Treasury Henry Paulson,[16] deemed necessary to alleviate the financial crisis.

On December 31, 2008, the Treasury issued a report reviewing Section 102, the Troubled Assets Insurance Financing Fund, also known as the "Asset Guarantee Program." The report indicated that the program would likely not be made "widely available."[17]

There was no 2009 Budget Approved by Congress, you are lying. All spending was done via Continuing Resolution since the last Republican approved 2007 Budget.

We are still on continuing resolutions, spending levels set by Bush and the Republicans.

The only addition spending came via the 2009 Stimulus, a one time measure and that involved $240 Billion in spending and the rest in Tax Cuts and funding to States.

Of that money AIG received an additional $30 Billion in March, and GM and Chrysler $75 Billion, which today 25 Billion is outstanding.
