The US Constitution gives Congress many roles, including providing a checks and balance system for the President, the power to lay and collect Taxes and Duties, and also to borrow money on the credit of the United States. Congress also has the power to regulate to value of money, and fix the Standard of Weights and Measures. Why would the Congress pledge to not perform its Constitutional power to raise taxes??????

Where are lower taxes mentioned and why were Constitutionally cited excise taxes eliminated?
Congress should not act to limit its own powers granted by the Constitution.
