I believe the federal response to both the BP spill and Texas wildfires was appropriate. The only reason there's controversy about either case is because the right demands more no matter what this President does.
So, no - there was no racism in the federal response to either disaster. There's not even a case to be made that there was. Obama's FEMA has been responsive and effective, just like FEMA under Clinton and dramatically unlike FEMA under Bush.
It's a result of philosophical differences. Republicans disdain government and want to "drown it in a bathtub," so when they're in charge the government is feeble and ineffective, leaving citizens without help when they need it. Democrats believe the government has a vital role to play in the success of our nation, so when they're in charge, government agencies are more responsive and effective to the nation's needs.
