I don't believe Nagin every accused Bush of being racist. Like many people, Nagin believed that race played a part in the inadequate response to Katrina victims, but he didn't specifically name Bush.
What assistance did Bush offer in advance of landfall? He was on vacation at the time.
Nagin said that NO was historically a chocolate city and would be again. He never said only blacks "should" populate NO. He was responding to concerns that blacks weren't going to be able to return while white people were. It wasn't a racist comment.
Had a white Mayor of any major city said they would rebuild as a vanilla city, that wouldn't be racist either?
