Since the Democrats were in the Majority the only spending approved in Congress was proposals to fund the troop in Afghanistan and Iraq and those were initially prepared by George Bush and sent to Congress. After leaving the White House in 2009 the only spending Obama was allowed was $240 Billion out of the $787 Billion Stimulus since there has not been any legislation authorizing Obama to withdraw any funds from the Treasury. All of the spending in the Continuing Resolutions, were set in the 2007 Republican/Bush budget as any other Democrat or Obama request has been filibustered and since 2010 denied and voted down in the House. We are still following the Bush spending levels and priorities because the GOP refused to change or grant Obama's recommendations on spending. Obstructionism...... Everyone sees and those of us who understand how Congress works knows what's happening. Why don't you understand how Congress works.... A president can't change spending contained in the law from Congress until Congress changes those levels. The GOP has cut some funding, and as a result have ensured 700,000 public service workers are now drawing unemployment instead of paying taxes and driving their local economies, and cutting old citizens off of Food Stamps. No, that was another Continuing Resolution, a resolution left by George Bush to keep the Government Operating since there was no Budget Signed and Approved by Congress before Oct 1, 2008. If there is no Budget Approved by Oct 1, to keep the Federal Government Operating a Continuing Resolution has to be signed to pay the bills of the federal Government and keep the various agencies operating. TARP was Law, a Law that Bush Authored, the Law Stated because of the revisions asked for by George Bush that some of the Funding would be left over for the new president to use to halt the Financial Collapse and that once the incoming President was decided upon he would ask for Bush to Release the Funds from the Treasury. When they are public service employees they get paid with tax payer money. They contribute nothing to our tax base. They bleed the tax money. We need private sector jobs so people can pay money that isn't Government money. My whole family learned a long time ago how to get a job. We have never been on the public dole. That would be degrading. There are jobs if you know people who work somewhere who can tell you when there is a better job opening somewhere. Most jobs are not published. They are filled word of mouth.

The Democrats won't vote for a budget, no ones budget, not the Republicans budget, or Obama's budget. A budget would mean transparentcy. They don't want the people to see where the money is going. Bush hasn't offered a budget since October 2008. If Bush had not passed a budget for 1,090 days the Democrats would be having fits.
