A constitutionally restrained or limited federal government. You will never keep a country satisfied with a single centrally planned ideology imposed on a diverse nation. There will always be division. The founders intended to limit federal power to the enumerated powers under Article 1, section 8. Those powers not enumerated are left to the states or the people under the 10th amendment. Before you go there, I know certain supreme courts took us in another direction.

The most obvious example of unrestrained federal power is an invasion of a country without a declaration of war by congress.
