I agree. The leader that was overthrown by the military coup requested help. I think the cover story was the rescue of American students. Thomas Jefferson's reason was pirates seizing ships and holding the crew. I'm pretty sure a president can act on his own in a limited emergency situation.

Panama, Vietnam, Iraq and other extended long term situations would require a declaration in my estimation. MacArthur complained about that in Korea. Goldwater complained about that in Vietnam.

Obama was 11 years old when the draft was over.

Romney demonstrated for the war and for the draft but then he used connections (his dad the Governor) to get five deferments and spent over two years in France.
