Social Security has nothing to do with the budget, and does not need congress to direct their payments.

Congress should stop grandstanding, and pass a viable budget

The house passed quite a few that Ried put under his chair and sat on them....

So when you say "congress," you mean the dem senate right?? NO???

Phony bills loaded with UN-American attacks on the working middle-class. Every one.
some also had devious amendments that limited freedom, and had other efects which had nothing to do with the job of Congress: TO PASS A BUDGET THROUGH BOTH HOUSES and to the President.

Playing games is not doing their job and you know it. Temporary appropriations are NOT the BUDGET.
