This is a good start. Children really need a way to a good start. Children, however, become adults and some of them really didn't get the attention like this bill will do. There are homeless, those that can't afford food that are sick and must rely upon $75.00 or less on food stamps because of Bushes wasteful program cuts, and there are people that are living with AIDS.

Half of my life I have been out surviving my predicessors, only to be punished for living and having to stick to my survivor skills. Not everyone has those survival skills and like them we will starve and find ourselves without the Ryan White Programs Flat Funding when more people are being infected every day.

Something really surprised me with horror and shock. I was talking to a young man in his 20's and he said " I want to get AIDS so I don't have to work and be on the coctail (a group of capsules and pills) to fight HIV.

Here is my response: Don't yu ever think like that again. I have had to take these pills that distort your body and make you throw up, have diareah, and worse. I have a mole that is growing and i I don't have it under control it can turn into cancer. You have no idea what living with AIDS is like. I would gladly go back to work if the government wouldn't punish me again when it comes to my retirement. I didn't qualify for full disability because I hadn't 40 quarters of work. I missed by one quarter and nobody at social security told me abput that. I live on $600.00 a month. Your going out to meet friends and party with them will be over because you sometimes can't even afford to pay your bills and good nourishing balanced food. "

Lately I discovered after my parents died that I will have a sizable inheritance. Right now they are dripping it to me because my sister whom is administrator, either isn't telling the judge what my circumstances are: I get 60 bucks kicked out of the $660.00 SSI (Supplemental Security Income) I will get for life! There will never be retirement because I am too sick to get back to work.

Please all of you, Make certain to look at your earnings from time to time with the Social Security Administration. and MAKE A WILL, or you will end up like I did. and God forbid if you dare leave the state of Illinois the trickle out of funds because there is only one judge and he didn't act before the stocks fell and I stand to loose 1/4 -1/2 of the earnings my parents saved and put into stocks and were so all over the world that it has become a job and a half to squeeze a dime out of my inheritance. In April (will be over 2 years) I will recieve 1/5 of the total assetts. Though you may feel $25,000. is a good amount. The social Security will knock of some more money and worse yet. I can't spend it on food and I am suffering from Wasting Syndrome. Look it up on the computer. The government is committing murder and I will be the victim as well as many others whom hadn't an Inheritance.

Please government, Please increase the food stamp ammount to a level where these people like me don't have to go without the most important medicine (food).

THis bill is stupid. With all the witch-hunting of smokers going on, then you foot the medical bill on the smokers. What happens when everyone finally gives up and quits smoking?
Another thing, it victimizes business of all tobacco, not just cigarette sellers. Anti-smoke nazis lump ALL tobacco together despite total lack of scientific evidence, but that's another argument. All this so gov can claim to help the poor. A noble thing, or a feather in the poli's hats? I judge it is for the latter.

Can someone explain to me why in the stimulus there is a smoking cessation program, but this SCHIP program is to be funded on the backs of smokers? Why not take the money for the cessation program and slap it on the SCHIP Program instead of taxing us twice. By the way it was pointed out that to fund this program they will need at least 24 million new smokers to fund the SCHIP Progam. Any volunteers?

the cigarette tax also hurts the seniors living on a fixed income that has smoked for years and years and are not going to quit. I think it is funny that everytime they need money for something, they always raise the cigarettes. Have they thought about raising the taxes on alchol, which hasn't had a tax increase since the eighties, I believe. We have so many accidents, people killed and also liver transplants, cancer and a whole range of health care problems from the drinkers also. But no they are not going to raise the taxes on alchol because most of washington drinks but they do not smoke!! I think its going to be funny when you are relying only on cigarette taxes and down the road there will not be the money there because people will have that right taken away from them when they can no longer afford cigarettes.

WASHINGTON - February 5, 2009 --- The Obama administration on Thursday lifted a Bush-era directive to states that restricted some middle-class families from getting government health insurance.

In 2007, the Bush administration said it would strictly adhere to guidelines that limited the scope of the State Children's Health Insurance Program. A year later, it backed off its threat to penalize states that enrolled middle-class children without first proving they had enrolled nearly all poorer children first.

In a memorandum issued on Thursday, Obama completely lifted the restrictions, which many governors and Democratic lawmakers said were unrealistic and nearly impossible to meet.

"These requirements have limited coverage under several state plans that otherwise would have covered additional, uninsured children," Obama wrote to the Department of Health and Human Services. "As a result, tens of thousand of children have been denied health care coverage."

Health care for children is JUST THE START. Let's try to get it for EVERYONE.

Good point, American Made. When our crooked ex-governor pushed through his "All Kids" program, the commercials promoting it said that people making up to $60,000 could enroll their kids.

Someone making $60,000 should be able to get coverage from their employer. But then, they would have to pay for it rather than expecting me to do so.

Heck, when I worked retail, I would have been lucky to crack $24,000 and I was able to buy insurance from my employer. And had to since no one was looking out for MY interests.....

This Bill has been tried and Hawaii had to give it up as it was running them out of money.When a child is included,then the parents are included ,as will happen,and these bills plus medicare,medicaid,drugs,long term care under medicaid,start building up,and we have to pay on these stimulus bills, this Country will have to tax the ones that have,and work,out the ears!Obama has spoken---money must be spread to the poor from the ones that have anything or will work!!!!

It's simple as this, tax something else.. NY already taxes 45 dollars per carton, and then they place sales tax on the sin tax. Give me a break, don't act so holy, make it illegal or back off already

Under HR.2, passed by the Congress and signed by President Obama, the FET on Roll Your Own tobacco WILL increase from $1.0696 per pound to $24.78 per pound, a whopping 2,159% Increase!

shut up loser you know exactly what the deal is, it means people don't have to pay when they go to the doctor just like the congress "conservatives" don't pay. obviously it can easily be taken care of through redistribution of taxes since health care is already being OVERPAID for by the taxpayers for a system that doesn't work.
