This reminds me of a personal experience I had.
I went to our local store run by people from the middle-east some years ago. There were two police cars at the door. I went in and the clerk was talking to the officers. When they left, I asked the clerk what happened?
He told me some drunk came into the store and stole cigarettes off the counter. The police officers told the clerk that if the guy every comes back, give them a call, and they will tell the guy to leave the store. That's it.
He was a young guy (18 years old) and said his grandmother was concerned about him living in the US and wanted to know how he was doing here. So he sent her one of our local papers. She wrote back.
She was deeply concerned for his safety. She said that we have more theft in our little suburb than the entire middle-east has in a years time! I asked him if this was true and he concurred.
He told me that where he came from, they sold goods outdoors. They had picnic tables set up for people to rest. He said that if a woman lay her purse on a table and left it alone, people would cross the road and walk on the other side of the road so as not to be near it. If you were accused and found to be a thief, the police would come and cut off your hand--not at a hospital either. Right there. If you were caught stealing again, the police would cut off your other hand. There is no third time.
That (he said) is why we have more theft in our suburb in one week than the entire middle-east has in a years time. Imagine how much theft we could eliminate in the US by adopting that kind of penal system.

What I would like is a deterrent to crime to drastically slow it down or even eliminate it if possible. That's why I and many like me carry our guns when we go out. It's a deterrent to crime since the liberal judges won't allow us to have a real deterrent. Death is a pretty good deterrent. And since the mid 90's, violent crime and even gun crime in general has been on a steady decline.
