No,they didn't amend the bill, the same bill was included in the latest amended patriot act bill.

The law merely updates a measure that has been on the books since it was signed by then-President Richard Nixon in 1971, making it a federal crime to trespass on grounds secured by the Secret Service. No new penalties were added.

The original law enacted in 1971 wasn't amended or changed just incorporated into an existing "amended" law.

Obama never campaigned against it.
