House approves $40 billion cut in food stamps over 10 years

The Republican-run House of Representatives voted to cut spending on food stamps for the poor by $40 billion over 10 years on Thursday, defying a veto threat from the White House in the name of fiscal reform.

Of course education is important, but many low-income workers cannot afford to go back to school, unless they receive better wages and more flexible schedules.

What you fail to understand is that American economy will not expand until workers have more buying power. But with most jobs being created in low-wage, low-hour industries and Congressional hostility toward those workers, our economy will continue to stagger.

Also these funds are only available for completing the tasks congress has assigned. With out congressional approval they may not be spent on 'new' items.
Here are some definitions and a source for further study.

Unobligated Balance Business The portion of obligational authority that has not yet been obligated. Unobligated balances whose period of availability has expired are not available for new obligation and may only be used for recording, adjusting, and liquidating obligations properly chargeable to the fiscal year account.(references)

For annual accounts, appropriations are made available for obligation for only one year and any unobligated amounts expire at the end of that fiscal year. However, unexpended balances of the expired annual appropriations are normally carried forward for five years during which time the balances are not available for new obligations but are available to pay old bills. After the five expired years, the balances are permanently canceled.

supplemental appropriation - Budget authority provided in an appropriations act in addition to regular or continuing appropriations already provided.

What you fail to understand is that employers can't raise wages or expand unless demand improves. Would you spend your kids incomes just so you could have a better life? That is what Obama is doing, he is not growing the economy.
