I was revisiting Vonnegut last night and reminded of his suggestion of a "zero based culture".

(Birfer's guide to Vonnegut - comment made during time when "zero based budgeting" was getting all the lip service. Remember how zero based budgeting was supposed to work? Apply that same approach)
