It's not going to happen by Obama, because the sale of firearm INTRASTATE is not a federal authorized power. Interstate sales already go through an FFL, which requires all the transfer paperwork and background checks. The only time a INTRASTATE firearm sale has federal nexus is when the seller is in the commercial business of selling firearms.

Hence, unless the state legislatures want to make their own background check laws, then Obama is once again talking out of his assholio.
