The HOUSE must pass all appropriations bills in order for the govt to spend any money on discretionary programs. So if the Republicans don't want Obama & the govt to spend any money, all they have to do is STOP PASSING APPROPRIATIONS BILLS.

It doesn't matter what the Senate does; if the REPUBLICAN controlled House doesn't pass the appropriations bill, then the govt can't spend any money.

So blame the REPUBLICAN controlled House for EVERY PENNY spent on discretionary spending over the past 2 years.

Just days before he was re-elected in a historic second-term victory, President Barack Obama stood with Hurricane Sandy victims, pledging to quickly assist them in their dire time of need. While in Brigantine, N.J., on Oct. 31, he comforted local business owner Donna Vanzant, with a photograph of their embrace subsequently going viral. But while the president promised quick relief, Vanzant is now charging that the nation’s leader broke his pledge and has yet to deliver.
In an interview with The Philly Post, the owner of the North Point Marina, a venue that was destroyed in the storm, said that she is struggling — but “surviving”— and noted that she has yet to begin rebuilding. FEMA doesn’t help businesses with monetary aid and her insurance money has not yet come through, leaving her stagnant and unable to begin the painstaking process of rebuilding.

A video of her encounter with Obama shows the nation’s leader hugging the business owner and telling her,“We’re going to help you get it all together. I promise. You’re going to be okay.”
But that’s not all. Obama identified her to one of the individuals helping in the relief as the owner of the marina and said,“I want to make sure that she knows that we’re going to immediately get the help that she needs to get this all back together again.”

It's the REPUBLICANS who are authorizing all the spending. Without appropriations bills being passed by the REPUBLICAN controlled House, NOT A PENNY of tax dollars could be spent on anything other than social security, medicare, medicaid, and the interest on the debt.

1,000 Days Without a Budget: Facts on the Senate’s Failure

The last time the Senate passed a budget was on April 29, 2009.
Since that date, the federal government has spent $9.4 trillion, adding $4.1 trillion in debt.
As of January 20, the outstanding public debt stands at $15,240,174,635,409.
Interest payments on the debt are now more than $200 billion per year.
President Obama proposed a FY2012 budget last year, and the Senate voted it down 97–0.(And that budget was no prize—according to the Congressional Budget Office, that proposal never had an annual deficit of less than $748 billion, would double the national debt in 10 years and would see annual interest payments approach $1 trillion per year.)
The Senate rejected House Budget Committee Chairman Paul Ryan’s (R–WI) budget by 57–40 in May 2011, with no Democrats voting for it.
In FY2011, Washington spent $3.6 trillion. Compare that to the last time the budget was balanced in 2001, when Washington spent $1.8 trillion ($2.1 trillion when you adjust for inflation).
Entitlement spending will more than double by 2050. That includes spending on Medicare, Medicaid and the Obamacare subsidy program, and Social Security. Total spending on federal health care programs will triple.

Both traditions are under attack. If these two long-standing traditions are not restored in this or the next Congress, regardless of which party controls the Senate, they will likely be lost forever.

You are bitching about all the spending, and yet it is the REPUBLICANS in control of the HOUSE which is approving all this spending.

The Senate can't authorize A SINGLE PENNY in spending without the bill passing in the House.

So the ONLY way ANY money is being spent- THE THING YOU'RE COMPLAINING ABOUT- is because the REPUBLICANS in the HOUSE authorized that spending by passing an appropriations bill.
